In Asia, Africa, and Latin America, state institutions have established a permanent presence among the populations of even the most remote villages. A close look at the performance of these agencies, however, reveals that often they operate on principles radically different from those conceived by their founders and creators in the capital city. Migdal proposes an answer to this paradox: a model of state-society relations that highlights the state's struggle with other social organizations and a theory that explains the differing abilities of states to predominate in those struggles.

Powerful ideas

Events in Afghanistan and elsewhere have shown that many states are weak and that their weakness in relation to their societies has consequences that affect us all. I found it useful in looking at Russia and other countries in the former Soviet empire. Migdal provides a framework for understanding that weakness and how it came about. An academic who writes fairly well, Migdal develops his theory and then develops it using examples from Africa and the Middle East. Highly recommended for those who approach current events with an analytical bent.

Strong or weak states?

Migdal's Strong Societies and Weak States seeks to explain why states in the developing world often have weak state institutions. He shows that state weakness is often not simply a lack of resources, but rather a strategic response to structural threats to the ruler's power. Rulers deliberately weaken states in order to weaken rival sources of power. It's an insightful look into the political origins of state failure.
